I think the phone service was cut off to hell, along with the electricity, plumbing, vital infrastructre, and human services as a result of Hurricane Katrina. Rescue workers have been working around the clock but still have not been able to restore all services.

Yes it is, on both counts. Ray could have done a lot more to help the poorest residents of N.O. but he was more concerned with saving his own worthless hide ! He should have given the order to evacuate the day he bugged out. I can say this because I live 60 miles away from N.O.
