I read an article about this the other day. The best time is in the early morning when it's cooler outside, because when it's warmer outside, the gas expands in the tanks at the gas station and you get less actual fuel for your money. But when you put it in your car in the morning, it expands in your tank, gving you more gas for your money.

For the environment, they say after 6:00 PM. I assume you get less vapor off the gas then, or else there is less polution because most people have made it home already, I really don't know.
I like to fill up before or while I'm traveling somewhere. That way, I get a full tank, but also use some of the gasoline before I stop, so I don't have to worry about some of the gas leaking as it warms up in the summer time.

I don it when I have 1/4 tank left. I've also heard to fill up in the morning or evening when it is not as hot. I don't know why, but I still do it!
