Think about common causes of car accidents.
Speed. Alcohol. Poor visibility. Those are some basic ones...there may be others (I grew up in a town with a much older population...too many drivers were on the road beyond the age at which they could drive responsibly).
Now that you have those causes, what could your town do to address them?

I say, look into Triple A auto insurance (AAA). They have great tips, stats, and guides. Depends also on your subjects. Are you aiming to help lower teen accidents? drunk drivers? cellphone accidents? road rage? or just general accidents. If you have to just have a generalized paper, look up mothers against drunk driving (M.A.D.D.)

a) reducing speed limits will give drivers a longer time to see walkers/ other cars
b) creating a tax on drving, and reducing tax on people who use public transport (lower trafic).
c) force drivers to drive slowly (road bumps, etc)
