Talk to the teacher one-on-one. The higher up in scolarity, the more important it is that these people dont get their 'free' marks.

Depends at what level of education you're talking about. Since you're in primary and secondary, I'm guessing you're talking about cheating in grade school or high school. I don't think I would directly confront the student (after all, she's going to deny it up and down, anyway, and you're just putting yourself at risk). I think that I would instead tell the instructor that you've heard that some of the kids are cheating on the exams and thought she should know. If she asks who, tell her you'd rather not say, but this is the method in which the cheating is being conducted (like using camera phones to send images of the exam, writing notes on their arms, etc.). If the teacher can't manage to make her class "cheat proof", then there's not too much else you can do.

Depends. If the exams are being graded on the curve, I'd report it because the cheating will reduce your own grade. If they cheated on got a 60 and you got a 50 and then 60 is an A on the curve, you've been cheated.

If it's just a standard graded exam, forget it. It's not your job to monitor for cheaters. The teacher is responsible for creating an exam that can't be cheated.
