When water content and temperature are different from normal, fishes tends to swim to the bottom of the tank. This could also be due to the chlorine content in the water when you use direct tap water. Use de-chlorine liquid or leave the water overnight before introducing it to the fishes so that the chlorine content can be removed. Try not to change the entire tank water at once.

Air bubbles carries oxygen with will be dissolved into the water for the fishes. The bubbles also help to release the water surface tension so that more air can penetrate to the water surface.
