I don't know if FIFA should, cus that would be sort of biased on their part, but England sure should!

FIFA are the world body controlling football and would not be biased towards any team --- on second thoughts England will need every bit of good luck going if they hope to win the World Cup within the next 50 years , so yes they might.
What would you be looking for if you had been born on the day WW ll broke out?

FIFA is the world body, so should not show any preference for England.

You could try writing to the English FA, but given that there are so many people born on the same day...

May be if you were born when the 3rd goal went in, or when the cup was lifted you'd have a better chance...
