Honey, guys can take a no for a no, and live with that just fine.
Women are not magical pricesses who cause men to fall off of the earth or commit suicide over a single rejected date.
Excuses, to a guy, mean "not tonight, I have something else going on, but check back with me later".
If you don't want to date the guy, in the future just say "No Thank You!"
Don't beat around the bush, cause you think you're going to hurt their feelings! That's rude and hurtful.
Tell the guy, that is now annoying you, that you're very flattered, but you're just not interested in dating him. Thank you for asking, but, no.
If he continues, you can proceed to tell him no thank you again, and add that you'd prefer it if he just stopped asking.
One more approach, tell him that you're going to have to talk to his supervisor if he dares to ask you again.
Then remember, in the future, just say "no thank you". No excuses, just those three words. Simple as pie!
Good luck.
P.S. Leave the just wanna be friends spiel out of your speeches.

Tell him that you're seeing someone even if you have to lie and pretend to have some guy pick you up from work even if it's just a friend or brother etc. It worked for me!!!

Tell him that you do not mean to be mean, BUT, you aren't attracted to him. He'll get offended and treat you rudely. Make note of this and if it affects your work, report this to his supervisor and your supervisor so that a resolution can be established.

If he's making you uncomfortable, tell him "thank you for the compliment, but I am not interested, and you are starting to make me uncomfortable."

This borders on sexual harassment. You should mention it to your supervisor before it gets out of hand.
