I love this question, because they are both just such good candy. I would have to say Starburst because they're bigger, more flavors to chose from, and they're pliable! You can mold them into anyshape you want! But Skittles run a close second!

skittles-all flavours, and u can use the skittles fortune teller! we did in school when we were younger. you ask a question and then pick out a skittle:
red= definately yes
orange= yes
yellow= don't know
green= no
purple= definately not
hours of fun (ok maybe minutes)
