Yes and no... You can download them... not watch, but it is illegal. I'd suggest taking the higher road and rent or purchase the movie.

Not a legal one.

Sometimes people will post movies on ftp servers and advertise their ftp's ip adress on IRC. But sometimes you can wait for a 750 MB download to find out the movie is not named. So I just pay per view.

IRC is Internet Relay Chat <-- Before there was IM there was IRC.

Google IRC and learn more.

The quality of the stuff you can download can be awful and buggy. With DVDs as cheap as they are, the legal way is probably less frustrating.
