Absolutely not. The only way to defeat terrorism is to remove the reasons for it.

Use of the military and intelligence services is only one of the tools needed to defeat Terrorism, since terror has an ideological and popular background those should also be attacked and the tools there are not the application of direct power.

Do defeat terror you need a multilateral plan of attack. Thats as specific as I will go into it other than to say that warfare is part of it sometimes.

Not warfare alone, although much peace in world history has been won by successful wars. If you do not succeed however, look forward to more war and more terrorism, and the clear message of freedom and democracy getting trampled in the process.

Technically speaking, no unfortunately. It requires allot of time, patience, snipers, special-ops etc. The list is long. A full out war
is useless. Generally speaking there is no winnable war! Wars actually create terrorist who find reason in retaliation. It is a bloody ugly mess!

Terrorists are the cause of terrorism. So, if you kill terrorists, you remove the root causes of terrorism.
