Do not wanna bulk up, i want them to be smaller actually. I am lifting weights to get stronger, but need to get rid of the fat i guess

do pushups and use a punching bag. take you max in curling and do 60% of it. Its best to do 3 sets of ten reps. good luck.

Swimming is a great all around exercise and you can work out your arms more by wearing hand paddles. Added resistance is more work out without putting too much stress on your joints unlike what lifting weights does to your body. Not to mention how refreshing it is to begin with.

Bicep curls and tricep kickbacks. If you don't want to bulk up, use smaller weights with more reps.

the best way to get toned arms is to pull your arms apart from each other. muscles pulling muscles
