Join a club that interests you - like a chess club, etc., or do volunteer work in an area that interests you. This way you will meet people who have something in common with you.

There is a website called craigslist.com. There they have different categories to meet new people for most of the major cities. Also there is a website called meetup.com where it has over 1000 categories where people meet up on different subjects. If you don't want to try that you can call a group call social circles. They charge a membersship but organize group activities. You can always meet people through your new friends at work or in your new neighborhood. Either way best of luck with your move.

Start with people close in proximity, like your neighbors. Just walk up to them, smile, stick your hand out for a shake, and introduce yourself. Look for some interesting little neighborhood restaurants or bars to hang out at. Meet people there the same way. Be friendly and smile a lot.

I moved to California seven years ago and I knew no one. I got involved in volunteering, and because I am in sales I joined a couple of networking groups.
It helped me to not just meet people, but the right types of people.
Good luck!

Go to church. Seriously. Churches are a great place to meet friendly people who care. Anywhere else, there's no guarantee that people will have your best interest in mind!

Don't ask me, I've been here over a year and haven't met anyone so I don't have a clue! My guess would be people at work or the places you go often like the grocery store..maybe?

Join the church. That way you at least know they're good people, or so I would hope.
