The slope intercept is simply restating in terms of Y. The fast way is just to move everything but the Y over to the right (leaving Y alone) by multiplying -2/3x, or the slow way, move each element over individually (first, 2x=6+3y, then 2x-6=3y, finally (2x-6)/3=Y) and you've isolated the Y
