One of my co-workers is under the assumption that employers are required by law to offer this and I'm attempting to prove him wrong. Thanks.

If they were they might be called Mandatory Retirement Annuities.

Many employer guidelines are state-mandated, so it depends on where you live. However, most states do not require employers to even provide sick pay, holiday pay, or vacations, so I can't imagine that a state would require a retirement plan. Although California does require that supervisors in businesses with 50+ employees undergo sexual harrasment training...

That's aperk some offer, but they are not required to offer it.
Think about it - requiring an employer to provide a retirement plan! That's what SS is suppose to do -don't laugh.
