If a person went to Norway to visit and decided to retire there, is it possible to change visitor status? What is cheapest way to ship things over? Can a person work with only visitor status (tourist)?

Norway has a thing called a settlement permit. Look into that ... it might be what you are looking for. It is listed on the website.

Just as a Canadian living in Copenhagen I can tell you that it is not an easy part of the world to get into. Scandinivia is very strict about just giving away work visas. I don know it is slightly easies for Canadians then Americans in Denmark but I don't know about Norway. It is super expensive there, that I do know from personal experience. You need to check the website for the Norweigen consolute in the US. They should have the different scemes that you can use to get there. You can't not work on a tourist visa but sometimes you can on a student visa or they may have a working holiday visa available to US citizens. I have found that in Scandinavia they don't mind giving a visa to westerners if they can find a job that is willing to take them. They are uncomplicated that way.
