It is a stick/ruler/measuring device that is one meter long (39.370 078 74 inches). This is similar to a yard stick that is one yard long (36 inches).
Also included in a general meter stick package is graduations of millimeters and centimeters (graduations are little marks indicating different lengths along a meter/yardstick/ruler.
