PIC programming?

What are some good way to get started in building a PIC programming environment. I have a project I want to start in developing a midi device. Are there emulators, or do I need an actual PIC to get started?

look on http://www.microchip.com

I dont know what all they have, but they make the micro's, and have development kits.
