Chances are when the ME was installed the drivers or settings got messed up. Try these things. First run scan disk and look for errors, just interrupt power and it will go there automatically. If that doesn't straighten it out, then go to My Computer, then to control panel, then to systems. The second tab, click on it, then go to monitors and see if the driver is O.K. if not install driver for monitor, you may have to go on line to get it. Next go back and check video card driver. Close device manager, go back to control panel and click on display. One of the tabs will take you to the monitor settings, there should be a drop down box with the 32 bit setting. make sure that the pixel setting is right also.
You can also update some drivers by going to the microsoft update site for windows ME. They will lead you through it. I just went through this myself yesterday, it's not as bad as it sounds.

Two things.
First, you won't find Windows ME in the Add/Remove programs. It's not a program. It is the operating system.
Second, it sounds like you need to install the right drivers for either/both the video card and monitor.
The driver for the monitor will be found under the manufacturers support site. Make sure you get the Windows ME driver, not the XP (unless it works for both).
The driver for the video card (or chip) is a different story. This could be difficult - or it might be very easy.
Go to the home page for the company that made the computer (like Dell, Compaq, Gateway, etc.). Look for the drivers download section in the support section.
If the computer was a custom build, then you need to know what motherboard you have. If you don't know, then download the free version of Sandra from SiSoftware and it will tell you after you run the diagnosis. Sandra will also tell you the chipset of your video card (or chip) which may help you get the right driver is you need it.
Start with the monitor driver first - it's a lot easier!

I'm sorry that he installed ME. ME was the worst operating system Microsoft ever put out. They could be having a couple of different problems. 1) The video driver may not be installed, and it is using a generic one instead. Since it is so generic, 16 colors is all it will be able to display. You will have to install the driver for their specific video card. or 2) Right click on the desktop on an empty space and select properties. Look for the settings that lets you change from 16 colors.

Adding/removing is used by windows so you can not use it to remove windows. It sounds like a fresh intall (or the video drivers should have carried over in a windows upgrade). Anyway.... windows is using 16 colors because it needs the video cards drivers installed before it can use anything else. If they have the drivers on disk or cd, just install them. If not then search the web for the drivers, download them & install them.

Windows ME is an OS! it wont appear in the add/remove programs thing. as for the 16 color display, you should try installing some graphics software or download a plugin. I was there before luckily, that computer was old so we just threw it out because of another problem.

You'll have a job to remove windows ME. If you want to change to a different version of Windows, your best bet may be to stick the Windows CD in the drive, restart, boot from CD and install Windows again from scratch.
Install a driver for your graphics card using Control Panel>System>Hardware>Device manager. This should give you more colours.

It appears that that your PC does not has the correct drivers installed in windows me.
You can check by following the following steps:
1. Click Start
2. Click Settings
3. Click Control Panel
4. Click the System icon
5. Click on the tab Device Manager
In the device manager list check if your display adaptor is listed with a yellow exclamation mark or is listed under other devices. If so then you may need to install drivers for your display adaptor.

Try installing windows 98 or XP home edition or XP professional as windows ME is not very good, it has to many problems and get attacks most of the time (from viruses and hackers) You can also try going to Control Panel, click on Appearence look for the color bits window, you should be able to adjust your color from there..

you can't "uninstall" Windows ME from add/remove programs, its a whole O.S.
If you really want to attack from the reinstall M.E. option, just insert the ME CD in the CD ROM drive and reboot. If your CD Drive is bootable, should be, then you'll be able to reinstall there.
