As an experienced baseball umpire, I would suggest the following:
You need to start at the bottom. Contact the local football referees association for your city or county. If nothing in the phone book, call the community park and recreation department for the name and number of the association. If nothing, call the football coach of the local high school for the name.

It is my experience that the local association assigns the referees based on experience. I hate to say it, but "knowing the right person never hurts". I would be very surprised if a college referee was not first a high school referee. I believe that most high school referees first get experience in the youth leagues.

If you have trouble locating the name of the local football referees association, then try the basketball and baseball associations. I suggest this because on the high school and youth levels, many of the referees/umpires officiate other sports. Good luck.

One of the better questions I've seen on here. As with any other job, you probably have to start at the bottom. This means high school or maybe D2/3. The people I would talk to would be Athletic Directors, coaches, and the conferences. Most collegiate refs are provided as a crew by the conference, so you should contact one in your area and ask them. Let me know how it goes, I'd be interested to hear.
