With that range, you should be able to see many spots. The nicest places or the best places to be would be Rittenhouse Park, Center City, Old City, Northern Liberties, the Art Museum Area (and there are more). Realistically, there is no parking in Center City, Old City or Rittenhouse...what little there is will be expensive. You may not have a car now, but keep it in mind in case you do get one as well as for your visitors.

Northern Liberties is up and coming, but is a very ecclectic (if that's the right word) crowd. Very "hipster". Not that there's anything wrong with that, just letting you know. There are a ton of places being built in that area. Check out www.northernliberties.org for more info, and Tower Development. They're one of the major players around there. 1010 North Hancock is one of their buildings, and I will say that unless you're going to be on the top floor, skip it. It's kind of loud. Don't bother asking the people in the 'hood about Tower either, because everyone of them will swear they're Satan's own development company...it's more of a anti-establishment, hippy thing than it is a dislike for any real reason, especially considering what they've been doing for NL business and values. Tons of great bars, businesses and places to eat. A lot of nice people there too.

The Art Museum area and Faimount are nice, and in that price range. You're in walking distance from Center City, Kelly Drive (recreation, running, biking, Boathouse Row) and the Art Museum--obviously. You're also pretty close to University City (Drexel and UPenn)...it's a healthy walk, but a dirt cheap cab ride. It's definitely not as friendly as Northern Liberties can be at times, but the houses are older, look nicer and have more room for the money. Not as many bars, but you're not very far from many at all.

University City is ok, but is more for the fresh out of or still in college crowd. Depending on the area, it's not as safe as the other spots, but you'll definitely get a lot for your money there.

Other places I've looked...

South Street--the houses are run down and there are a lot of 'different' people floating around...can be comical, but for the most part, it's very overrun by drunks on a weekend. Remember when Philly had those riots a few years back? I think it was on Mardi Gras? That was South Street.

Fitler Square--this area is South of Market Street and is along the Schulkyll River. It's a beatiful area and is moslty inhabited by older people or med-school students.

Greys Ferry--has about 3% of a nice area from what I have seen. I may be wrong about the area, but like I said, from what I've seen there, I wouldn't move into that area.

North Philly is very hit or miss, and I'm pretty sure that the nicer areas are pretty far from Center City. Look for a part of the city called Kensington, and draw a big circle around it...this is your no-fly zone. Stay out of there.

South Philly is kind of the same way.

Check out www.craigslist.org/philadelphia and ask in there as well as check out their housing classifieds. The Daily News, Philadelphia Weekly, Philadelphia Inquirer and City Paper all have listings for apartments there.

Do not live in North Philly. Center City is nice, but really expensive. Parts of South Philly are decent. North East Philly is probably affordable, but you would have to drive to get into the city.

If you like the city, then Center City. If you like suburbs if the city, then the Main Line.
