I dont know if you can but..
You may want to try to take him to court in front of a judge. You will have to describe the reason and if seperated you will need to show records of this. The judge can finalize it.

If he won't sign the initial court filings then have him served so he has to sign. After that he only needs to sign the divorce decree which is done in front of the judge at the final divorce decree hearing.

Your divorce lawyer should know the answer to this. Laws vary by state, my lawyer already informed me that if he refused to sign, the divorce will still go through if we are still living seperately after 2 years.

I'm not sure what the laws are from state to state, maybe stay seperated for a while, seek the help of a legal aid lawyer and explain your situation.. Somehow I think there is a way you still can get a divorce even if he don't contest to it.

I would get a process server or police/sheriff to serve him to make him sign the divorce papers.

If he won't sign, he can always be served the papers by an officer of the court. It won't matter if he signs or not.
