We can here in our little town.
Our postman carries stamps on them. If your letter does not have enough stamps they will write the amount on the envelope and leave the letter in the mailbox.
You can add the extra pennies or amt (change) in the mailbox on the letter and they will take care of it for you.
I dont know about anywhere else though. Like i said this is a small town.

Actually, some mail carriers also carry stamps. If you have your own mailbox that the mailman delivers your mail to at your house, you probably can leave the change in there and they will sell you the stamp for on the letter. So yes, put the letter in there with the change and see what happens.

NO
Just take it to the post office with the 39 cents and buy a stamp. Otherwise it won't go anywhere and some postal worker will earn an extra 39 cents.

We could when we lived in a small town. I would try it if the letter does not contain a check for payment of a bill. What do you got to lose but only 39 cents. Good luck!!!

Actually, when I was a kid my mom did this sometimes. But we also lived in a rural area and the postman would sell stamps out of his car in case soembody was short stamps. I remember taking mail to our mailbox with money paper clipped to the stamp area, and later returning getting the mail along wiht the change he left.
I guess it would depend on how friendly you are with your postal carrier and if they carry extra stamps or not.

I think it depends on the size of the town. When we lived in a small town I did that often. I also think that there are envelopes you can get from the post office that you can leave in your box to order stamps when you need them and you mailman will leave you the stamps. Just give it a try.

Yes, I do it all the time. Our Maillady never has a problem mailing the bill or letter. In fact if I put a dollar on the envelope, she always leaves my change that day or the next in my mailbox.

Yes, I've left money in the box for my mailman quite often. Although this was to purchase stamps not actually send out the parcel. It may be different with various mailmen. Maybe some do it and maybe some do not. Not sure if they have a policy on this.
