They are expensive, and I dont know how the state works but I know here if you get a ticket and you go in to contest it the best thing to do it....
Assuming you have not had a ticket in long time, explain to the judge that you havent had a ticket in a while and that you are truly sorry. You would like to know if they would consider holding the ticket for the next year and as long as you dont get a ticket that one goes away. However if you do get a ticket you will immediatly pay both.
That normally works here.

You can't contest it. You broke the law by going faster than the maximum speed allowed. To contest it, you need proof that you were NOT going faster than the speed limit.
If you can't, pay the ticket. There's no other way around.
