Well your oil needs changing. But neither the oil, or oil filter are the cause of the knocking. Changing it will not cure the problem, but ignoring it will make things worse. I'd suggest taking it somewhere that does full service work so you can have it changed and checked out at the same time.
I noticed that some folks say use synthetics and you don't need to change it as often. That is sort of a 1/2 truth. The oil will last longer as it will not break down as soon, but it will still get just as dirty. Change it! The real benefit of synthetics is better lubrication and longer engine life. Not vacations between oil changes.
Wish you well.

Well, the real answer is "It could be."
An older car knocking could be because of a thousand different reasons. If you're 15 miles over 3,000, it shouldn't make a difference...but you don't say how many miles it's actually been since you changed the oil.
Also, realize that all the oil change places will try to get you to change every 3K because it puts money in their pockets...I would recommend 7,500 between changes unless you're planning on keeping your 1995 Neon for another 20 years.
But ultimately, it's impossible to diagnose a knocking over the internet without seeing the car in person.

Absolutely nothing.
When I was a poor graduate student, I could not afford to get my oil changed regularly and I asked my mechanic about it. He said that although it's often ideal to change your oil every 3000-5000 miles, as long as your car isn't leaking oil the 3000 miles is more of a guideline. Think about it--- if you're on a cross country trip do you stop for an oil change? Probably not...
You may notice that your gas mileage decreases, but the 3000 miles mark is just a recommendation--- don't freak out of you go over it.

As long as you don't go over 5,000 miles before the oil change, you should be ok. Knocking isn't usually caused by oil, but by bad gasoline. To improve the situation, I'd advise you to use a better quality of gasoline. Try using the premium levels for awhile and see if that helps the situation. You could also try a fuel cleaner/additive made for improving engine performance. It's a cheap fix and can save you a larger mechanic's bill later.

How many miles are on it? What was the previous care of the car? Cars tend to have problems occasionally. It is recommended to change the oil at the 3,000 mile mark, but not a critical part. Does the car burn oil or does it leak oil? It may not need an oil change. Maybe it needs oil? I would doubt, unless the oil is low, that it is because it needs an oil change.

could be but probably not. you can get away with going a lot more than 3000 miles w/out changing the oil, so if you're just a little bit over 3000 that's probably not it. why don't you go to a jiffy lube or someplace like that and get the oil changed. you can also ask them what they think the noise is, it might be visible when they are under the car changing the oil.

3000 mile oil changes are not necessary. It's a myth that is spread by the oil companies and service stations - who will get more money from you if you change your oil more often than needed!! Consumer Reports tested this a few years ago and found NO BENEFIT to overly frequent oil changes.
So, change your oil every 5000 to 7500 miles. Make sure you have ENOUGH oil - that might be the cause of your "knocking". (Low oil levels cause a "tappet" noise.)

It really depends on what kind of oil you are using and the temperature/humidity and how hard you drive your vehicle. Oil is really the blood of your vehicle and older cars need it to perform at their best. Especially a 10+ year old Dodge, you will want to change the oil every 3000 miles. If you are using a synthetic oil, you can go a little longer between changes, but it is really a good idea to do it every 3000 miles.
Are you using the 10W30 weight?

More likely it needs higher octane gas. An 11 year old Neon has I imagine a lot of mileage and there is a lot of crap in there - carbon build up, old spark plugs etc. Consistent knocking can damage the engine. Your easiest quick fix is higher octane gas, a medium blend or premium. It will cost 5 - 10 cents more per gallon, but that Neon isn't exactly worth major work.

Sounds like the oil may be low. Check under the hood and add whatever's needed to bring it to the full mark.
It could also be the spark plugs. Just ask the mechanic if you need a tuneup.
Good luck!
