Build a team. You and your friend could each manage a group of things: the research, art/photos, writing, editing, proofreading, advertising, printing, distribution. Decide how often it will come out according to the amount of people you have working and how much time you can realistically put into it and find other writers who are dependable and will deliver on time.

First, you need financing to get it off the ground and that comes from advertisers. Can you go out and sell ad space? Next, you need good writers, editors, copy layout editors, photographers, etc. You need to make a prototype of the magazine. Next, you need someone to print the magazine (VERY EXPENSIVE). A whole lot more goes into it, too. I think you and your friend are in way over your heads!

Well, I would first ask what the magazine will be about...
"Popularity Line" sounds so general - not very specific... will it be about news? politics? entertainment? celebrities? trends?
You could always solicit your friends to write book and film reviews... that has alot to do with popularity... or interview local politicians on the issues... that is definitely a popularity contest...
