I have replaced the stator, cleaned the carb, put new air filter in, changed the plug, adjusted the valves!!!!!!!!!!!!!!!!!!!!

I'd check the fuel filter... could be clogged. When you rev it, the gas can't flow through the clogged fuel filter, and it cuts out.

-I would've changed the CDI before the stator. The stator produces electricity for spark and to charge the battery. Another function of the CDI is to control the spark advance. I'm not saying that's your problem.
-When you cleaned the carb, did you adjust the float level? With the float bowl off, turn on the petcock and raise the float by hand. The fuel should stop when the float is level with the carb/float bowl mating surface.
-Is the air box cover installed? Is the cover modified? (holes drilled in the top). Will need to change the jetting.
-Is the air box intake clogged/restricted?
-Try adjusting the jet "needle" (carb slide) one notch at a time, up and down to see if that makes a difference.
-Just buy it? Make sure it has the right size jets. People will install performance parts and rejet, then pull the parts off when selling it.
-Bad gas?
-Do a compression test.

when you rev the engine in neutral the govenor prevents your engine from reving too high rpm.If this happens when riding then it sounds like your carb is dirty or moisture has formed in the gas tank.
