I idea of FEMA isn't bad. Its the screening process that needs fine tuning. Working in the insurance field. You see alot of abuse and fraud.I dealt personally with Katrina victims and many will over state their claim and others have a legit claim. How do we know that fraud isn't happening. WE DON'T. But there is safe guards set up in the organization that will show the rats. Take Florida for instance.They have a wonderful system designed. FEMA functions good in Florida but Louisiana needs to reconstruct their organization.

Criminal actions require criminal prosecution. When this doesn't happen the criminals continue to commit crimes.
Hey "Brand X", no-bid contracts aren't an abuse. They're almost always appropriate for small jobs or emergencies, AND when there's only one company willing and qualified to perform the job. No one questioned using Red Adair to stop the oilwell fires that Saddam started in Kuwait. No one questions Fluor Corp and others being used in Iraq and Afghanistan, not even Perini Corp (Democrat Dianne Feinstien, on the Senate Appropriations Committee, influences what contracts go to Perini, her husband's company).
Everyone talks about Halliburton (even though Dick Cheney left Halliburton when he took office, and put his holdings into a blind trust, some of it for disbursement to charity) because it's a nice excuse to bash the administration.

because they were abused. They were used to buy luxury items instead of necessities for living.
Handing out cash to the extremely poor is never a good idea. Providing them with what they need to survive is a better idea.

Every govt expenditure is subject to abuse (like no bid contracts). It's just a matter of politics as to which ones get scrutinized.
