There are different ways like using tires filled with dirt as a foundation as to save money, the concrete blocks are a good idea if you lay them on the long flat side and fill the inside with dirt and basically make a brick floor pattern. Since it is a lightweight structure also look into anchoring it somehow just to be sure it doesn't leave you without telling you bye!! Oh, and try to make the shed about three inches (at least) higher than the surounding terrain as to keep from water build up. Good luck.

Use boards (create a level box frame then place a straight board over the frame) and a level to level the ground. Then use a tamper to tamp the ground solid. Then place the building on the leveled ground.
