Construction implies that the whole project was planned, and the individual components were made or chosen specifically for the project. Assemblage often means using parts and components that are found at hand, and putting themtogether as best you can.
In design, such as theatrical set design and collage, the latter is the common practice. In this event it is often referred to as bricolage, and it is truly an art when done right.

They are both involved in actual construction process. Construction manager is more encompassing since aside from actual construction work, he deals with human resources, financial matters, procurements, etc. On the other hand, construction engineers are involved in planning and implementing the construction work. His contribution is to introduce the most efficient and the most economical way to implement the project.

The "Engineer" does the design work -- this means picking the right materials, connections, etc. the "manager" makes sure the right stuff is put in the right place in the right way by the right people at the right time. Big differences ! Both will be "on site" and do a lot of checking but should leave the actual "dirty hands" works to the workers.
