Women naturally have varying shapes. As commonly preferred today, the woman's hip width is supposed to be a bit broader than the shoulder and both are certainly to be broader than the waist.
There is nothing wrong with a shoulder width that is wider than the hip width, some very pretty women live in that. The trick, however, is to make sure that the midsection doesn't outsize the hips or shoulders (unless pregnant). Yet, in some artifacts of prehistoric times they left behind some horribly obese female stone or clay figures (we euphamistically call them "Venus figures"). But that is reasonable, in a fashion, because if a man were able to hunt and provide for his woman such that she could get that terribly fat when famine was a common fact of life--that man was tremendously successful. It was like in a line from Fiddler on the Roof, the guy wanted to be rich, in part, so that his wife could have "a proper double-chin".
I do pity, however, those I call 'carrot women'. Their shoulder is broad, their waist is much smaller, and their hips much smaller still. Looking at them from behind they look like men in a dress, though in front they usually have a distinctly female chest. Still, you go with what you've got, and maybe try to help things along here and there, right?

Depends of each country and races and mixed cultures in some places the hip are wider than the shoulders and in other the other way around... i found sexy that the hip lil bit bigger and shoulders that gives the girl the look of a guitar

i think they r supposed to be equal...thats why they compare a womans body to the hour glass....guys shoulders are wider than their hips

There is no set rule it is whatever looks the best for your body type. But "generaly" women's hips and shoulders are pretty close in comparison.
