Bleed is the extra area outside of a finished document that designers must allow if they want images, that are butting up to the edge of the page, to be cropped properly.
Because printed documents are guillotined in large batches, is it impossible for the printer to guarantee that every sheet will be cropped exactly on the crop-marks. Printers will generally specify that graphics must extend into the bleed areas by at least 3mm. In larger print jobs, it is sometimes necessary to allow up to 5mm.

Bleeds are the part of the image that extends beyond the edge of the page. The printing is then trimmed to it's final size to have edge to edge printing.
1/8" is common, this will vary by printer and medium, while doing the set up, you don't want to run content too near the bleed edge as the trimming could cut it off, most layouts with bleeds also has a "Safe area" which is also usually 1/8" (so the safe area is 1/4" from the outside edge all around)

Bleed is extra image that extends past the trim edge of the page. It is there to avoid thin white gaps if the trimming is not exact. Typically a bleed of 1/16" or 1/8" is used. So, if you are creating a business card which is 2"x3.5", make the artwork extend out to 2.25"x3.75" and you'll be fine.
But remember the extra image WILL BE TRIMMED OFF. Don't put any important content there, or within 1/8" of the edge!

most 4 color Laser Printing requires bleeds. depending on the size of the print, they are usually 1/8". you can either extend your image to be this size or add a 'border' of a neutral color. however this area will not be printed so if you don't want your image cropped, just do the border.
example: image is 5"x7"
with bleeds: 5.25"x7.25"
