A small vertical wheel is more responsive than a large horizontal one. However a large horizontal wheel has more toque than a small vertical wheel.

its the angle that the steering rack fits in the vehicle a bus is taller so the steering goes almost stright up and a car has it in front of the dash so its angled. plus its moving parts that can wear out and break

a bus as a much wider turning radious and needs bigger wheel, and it doesnt really work for a huge wheel to be vertical.

IT IS BECAUSE IN A BUS THE STEERING COLUMN IS POSITIONED IN FRONT OF AND OVER THE FRONT WHEELS/AXLE WHERE AS IN A CAR IT IS ALWAYS BEHIND THE
