No. Zappa was unique and a true original. People will not swarm anyone that has these qualities. Yeah Zappa has his fans (me for one), But more people want to hear that 4/4 beat because it is safe. It does not take a brain to enjoy most pop music and that's OK, but I feel that people don't want something that is totally unfamiliar. With the current trend in music, I find it unlikely that a true composer will develop anytime soon.

That's a heckuva question. I mean, I like Zappa as much as the next well-rounded musician, but he was what he was. His music speaks for itself. There are composers around right now who rival his "genius", off the top of my head I'd say Steveland Morris. aka Stevie Wonder.
Now the better question in my opinion is will there ever be another "Black Book"?

Zappa was not considered a composer and still isn't by the mainstream. I love Zappa, but when you sing about yellow snow, it will be very difficult for people to take you seriously.

No. Most rock bands can't even read music, let alone compose it for an entire ensemble.
If you like complex, well orchestrated rock music, there are some other options out there for you.

Well, that's only two. But Zappa has a lot of records, so there should be plenty of stuuf to listen to.

I imagine around the time he is reincarnated?

I don't know anybody out there like him right now -- then again the way people get music has changed so much that he might be out there but we just haven't found the right website yet...
