Graduated cylinders are more accurate. Accuracy in measuring liquids will increase as the diameter of the measuring vessel decreases. The decrease in diameter means more distance between given graduations, so it is easier to tell which mark the volume is closer to when the two marks are further away. Do not forget to measure from the bottom of the meniscus of the liquid (the meniscus is what looks like half a bubble on top of the liquid).

Use a graduated cylinder. Typically narrower than a beaker, a cylinder will show a larger movement of meniscus for a volume error of particular size than a beaker will, so one can measure more accurately.

A beaker could be more accurate than a graduated cylinder. But only in the case of an uncalibrated cylinder and a calibrated beaker which are unlikely.
