We don't always get what we want. Fact of the matter is, he's a teenager, and he lives in a different state. That is not going to change.
My advice to you would be for you both to start seeing other people, and remain friends. If it's meant to be, you two may be able to start dating again when you're both adults.
You're young, and I feel it's important for you to let go of this long distance relationship and open yourself up to make new friends in your city.
