Yes, you can install Windows ME with those specs.
Ignore the previous post about Windows 98 being more stable. That's hogwash - an old myth that came about soon after ME was released. The reason why a lot of people think that is because ME has a few additional features (like System Restore and some graphical enhancements) that are a bit more demanding on the hardware than it was under Windows 98. Besides that, the operating systems are about 95% identical to each other. So some PCs that were barely getting by on Windows 98 ended up being borderline on the specs to support ME and didn't do so well, hence the bad wrap you still hear today.
I would step it up one notch and upgrade the RAM to 128MB, or if the motherboard supports it, 256MB. 64MB is really the minimum you should have for ME, and 128MB or more will make a world of difference. You can find it relatively cheap off of eBay, and you might be able to still purchase older RAM at www.crucial.com. Also, you will need at least a Pentium II 300MHz or an AMD K6-2 350MHz to get the most out of ME.

Well, it's not pointless as the next poster states. Obviously, there are still many old systems out there that can't run Windows 2000 or Windows XP, but they run Win 95/98/ME just fine. It could be because they're too slow for the newer versions of Windows, or perhaps there aren't any compatible drivers for some of its hardware.
Whatever the case, there are still some situations where it makes sense to use the outdated OS's. Keep in mind that there won't be any updates, but that doesn't matter for basic web browsing and word processing. I wouldn't use it to make any secure purchases online, though, but that would be one of the few exceptions...

fnky can say what he wants, but I know from experience that Windows 98 IS more stable than Windows ME. ME constantly locks up - yes, I had every driver updated including Windows updates, and you also get blue screens. I installed Windows XP and haven't had a problem since. This wasn't just my computer, it's many people I know that had ME and the same headaches.

Siempre he estado contenta con las compras y los productos que he recibido de sitios web, lo último que he comprado ha sido una memoria RAM de 1 Gb, la memoria se ha hecho su función y se puede ver claramente el cambio así que seguro que voy a comprar otra.

sorry to tell you that it's pointless installing it as Microsoft have stopped supporting windows me , windows 98 and windows 95
I guess you will have to upgrade your memory to 256mb and use windows XP
