Recordings have been available for a long time of politicians like Churchill and I dare say you can download them.
How about Martin Luther King's "I have a dream"? Although it fails with flying colours your requirement of being boring.
As an alternative to speeches, how about the Classic FM recording "Mozart for Babies"? I think part of this is music to sleep by and I am sure it would help adults too.

I live in North Cyprus. Cypriot politicians are just as boring as every other. But their speeches are in Turkish! You can't get much more boring than that. I am sure if you write to Mr Talat, President, Turkish Republic of Northern Cyprus, Mersin 10, TURKEY(!!), he would happily send you a box full of his tapes.
