You should try going to Puerto Gallera in the Philippines, it's a must. The place is really good for snorkeling and diving. There's a lot of diving schools there especially on the Sabang area. Everything is cheap.

Nha Trang, Vietnam...the main draw there is the beautiful beach and there is a host of diving and snorkeling outfits that cater to tourists. Rainbow Divers (owned by a Briton) is probably the most well-known and may be the priciest, but, relatively speaking, it's a bargain! I think it was $120 for two--including lunch, equipment, etc.

There are many such places in SEA. Thailand in Phuket, Andaman Sea and as others had stated, also in Koh Samui.
Malaysia: in East Malaysia Sipadan Is. West Malaysia will be Tioman and surrounding islands.
Philippines in Boracay.
Indonesia off Java, Bali and in the Natunas is.

Best dive spot - Anilao (pronounced as Anilaw) in Batangas City, Philippines. It is one of WWF's (World Wildlife Foundation) conserved and protected sites. Particularly Mabini town within the Anilao area. You will see various marine creatures from corals to sharks and anemone to nemo.

just visit any agencies and tell them tat u are into snorkel and dive...they will recommend u the resort.
a good place to dive and snorkel will be the phi phi island in phuket.

i have been in koh samui, thailand for the past 12 dayz ! its the best !! cheap accomidation n best diving n snorkling places !! they have kayaking! sight seeings, boat tours, canooing.. and and and .. cheap beer too ! :P
