First, you need to make sure that your email provider allows for POP3 email. The free Yahoo accounts you get do not.
Once you determine that it does, then open up Outlook Express and configure it. The link below from Microsoft has decent instructions and pictures to help you.
You will need the SMTP and POP3 server information from your email provider to complete the set up.

You will have to set up an account on outlook express and make it your default e-mail. Your internet provider should have given you instructions. If not, call Technical Support. It is not hard to do . They will have your information and it is the easiest way

If you have a yahoo account, then the same place that you set up your personal information there is a line that says ' have mail transfered to' your main email account. then all your mail will go to your outlook.

Fortunately, Microsoft has an excellent guide on how to set up Outlook Express. It is step-by-step, detailed, and even includes screenshots! You can view the guide here. http://www.microsoft.com/windows/ie/ie6/using/howto/oe/setup.mspx

You need to first provide information from where are you trying to do that. Is it Yahoo, Hotmail, etc.? E.g. for Yahoo, you must be a paying customer in order to be able to do that.
