Easiest thing to do if you want to clean up the hard drive is to go to the Start | Programs | Accessories | System Tools folder and use the program called Disk Cleanup. This will allow you to safely get rid of temporary files that are not used by the computer.

Your "Temp" folder is strictly for "temperary" files downloaded or placed by your computer, You have no need to fear deleting the contents of this folder.
The ones you do NOT want to delete are contained in a seperate partition. The others, "my documents", "my downloads",etc., are optional for deletion, you will need to decide which and what you want to keep in order to achieve the free space you may require.

grigdog has the right answer for you. But if you want to delete the TEMP folder you can. Windows will just make a new one the next time it needs it.
