forget the billion part. take the difference between the two numbers = 41.4. divide it into the original number 208.6 = 5.038. Round it to 5 and divide it into 100 for a number of about a 20% increase.To test it multiply 208.6 by 20% and add it on and the answer will be 250.32 so you'll be close. Try keeping the decimal points to get closer.
