I used to work for Victoria's Secret, so I have measured many people. First, when wearing your current bra are you spilling out anywhere? If so then your current bra is going to mess up your measurement. Try on your best fitting bra that you own, it cannot be padded(lined is okay, but no padding). Measure just above your breasts and subtract 5, this is your band measurement. Next measure across your fstsullest part of your breasts. The difference in inches between the 2 numbers indicates cup size.
1 inch-A
2 inches- B
3 inches- C and so on.
After getting your measurement, go to a store and try some on. Your band size might not be quite right or as comfortable as you could be. If you decide to try on a smaller bandsize (which you would want to do if the bra doesn't stay in place) go with a larger cup size. If you go down in band size you tend to go up in cup size.
If you need a larger bandsize(when the band starts digging into your skin and you get a little pooch above/below the band) then go down in cup size.
Measuring properly doesn't insure that it gives you a correct bra size. It mainly gives you a good starting point. Always try a couple different sizes on to find what fits and feels best. Also, different brands and different styles/cuts can require you to wear a different size. A bra with more padding in it isn't going to have as much room for your breasts, so you may have to go up in cup/band size to keep yourself from falling out.

When shopping for new bras, it's better to measure with your current bra on and then size accordingly. If the cups are too small, go to the next cup size, but if the bra is too small going across the back, you want to go up to the next inch measurement. For example, if you wear a 34C now, and the cup is too small, consider a 34D. If you wear a 34C and the back is too small, consider a 36C. If you have no size change, but your current bras don't fit comfortably, consider trying other bra styles. i would say all natural because you can have a 4 in padded bra on and be like a dd when your a c

If your breasts sag much, then wear a bra. If they don't do it au natural.

Probably braless will help you obtain a more accurate measurement and a more comfortable fit.
