Are you looking for an agent to represent you for stage work, or for film/TV? If you're just getting started on stage, you don't need an "acting" agent.
However, if it's for film/TV, just look up "talent agencies" in your area.
Two things to note:
1. Talent agencies are different from casting agencies. If you're just getting started, it might be better to register with a casting agent; you'll then be in a database and could get called in for auditions or extra work.
Talent agencies are harder to get into; submit your headshot and a resume of your experience, asking for representation.
2. Any agency that asks you for money up front is not a licensed agency. Agents make their money by taking a percentage of your performing income, usually 10%.
