I go with Jon Stewart's interpretation.

We all missed the 'A' at the left edge of the manner. It should have read: 'A Mission Accomplished'.

And that much at least is true. The mission of deposing Saddam was accomplished. Whatever the reasons or justifications, the initial invasion was to take down Saddam. And that happened.

It wasn't Bush who said "Mission accomplished." It was the sailors on that particular ship whose mission was in fact accomplished.
