William Haig was hugely underrated as a negotiator with other world leaders, as the leader of the Conservatives and as a debater in the House of Commons. Tony Blair hated it because Hague always, yes always, got the better of him.

Well since you said anyone, how about Gordon Ramsay? He wouldn't take any crap from anyone and would be sure to call someone out on the table if he had a problem with them.
If he runs the government the way he runs a kitchen you can be sure it will run like a well oiled machine.
BTW I'm Canadian, not British. Just throwing in my two cents worth.
