Yes. It takes a while, but if you have the patience you can get one with a good rod-it's how I got mine.
Just fish in the first water area you come across on the first road from your house to the next town for a while and eventually you'll get one.

the first guy was right, when he said that you can get a corphish with the good rod, however, you can't get it on the 'first road from your house'. you can, however, get it on route 117, which is where you find the babysitters/breeders.
to the left of the breeding house, there is a lake, and in there, with a good rod or a super rod, you can catch corphish.
