Specific software can change quite rapidly, so that's difficult to answer.
If you have the aptitude to be a programmer, then learn something 'core' - visual basic, C, C#, Java. You can get free C compilers. This is not going to instantly land you a 'great job', but it is enough for you to start programming, and once you can show programming ability in one language, its much easier to learn others. I know people who have gotten jobs, in part, by showing samples of C programs they have written for free online games, etc. If you learn to program well in C or Java, and make some interesting programs, a hiring programmer would be able to look at your work and see what you were capable of.

Software has no limits it can be available anywhere it just depends on your hardware capabilities to handle software that require a lot of memory to operate efficiently.
Without taking my advice as a career move, try any GIS application or maybe take on AutoCad or smilier graphic based software and don't discount programming software...
