Google gives me 38 156 950.9 liters. Multiply 240,000 barrels by 42 gallons per barrel. Since a gallon is exactly 231 cubic inches, multiply this result by 231. Since an inch is exactly 2.54 centimeters, multiply this by 2.54^3. Since a liter is exactly 1000 cubic centimeters, divide the result by 1000. That is how you get the ~38 million liters.

NONE... because if they don't notify the Coast Guard and get a spill team there to clean it up, they can get some really healthy fines... for that spill, $1 Million would just be a place to start.
