I bet it's Visual Basic since forms of it are everywhere (VBScript, VBA in office applications, etc). It's the easiest to learn so you have people who dabble in it to make macros all the way to gurus who build enterprise applications in it.

I think Visual Basic (for offline programs) and Visual Basic .NET (for online programs). I know that it is widely used since it is designed for RAD (Rapid Application Development).

Visual Basic is procedural and is easy to learn.
