And where can I go to learn Dutch in a hurry so I can stop having to ask you guys all the time...?

Literally, it means I hold you dear - which using the Dutch sentence could mean either more than "I love you" and sound more plausible too, or it could be understood in the British sense, where holding someone dear is slightly less strong than loving someone. I am not sure exactly, but I felt it could be said. If you need more Dutch translations, ask the guy tormenting you why he shies from saying such things in plain English. Though he may feel more comfortable around Dutch sentences (as a writer, maybe), I am sure he will oblige. Don't go somewhere to learn Dutch in a hurry, stay..

It means "I love you".
To learn Dutch fast I wouldn't really know. Maybe ypu could build up some vocabulary and basic grammar from online sites (look for "learn dutch").
